PROCEDURES for crude oil in vessel on the way to China (Qingdao)
1) Buyer and Seller sign and seal the Sales and Purchase Agreement (SPA).
2) Seller release vessel’s details, including name of Vessel and IMO.
3)Seller’s port agent in Qingdao open communication with Buyer’s port agent.
4) Vessel’s captain send to port authority ( port Administration) request for permission to enter
from open sea in 12-miles China territorial waters.
5) In the request, the captain indicates the name of the company with which the seller signed the
SPA.
6) Upon receiving by Seller permission from Administration of port , including the name of Buyer,
Buyer issues MT799 block fund. Vessel enters in port, Seller allows Buyer to make CIQ Inspection.
PROCEDURES for crude oil in Onshore/Offshore China Tank Farm:
1) Buyer and Seller sign and seal the Sales and Purchase Agreement (SPA).
2) Seller releases Chinese Custom Certificate of Entry or other any document, issued by Chinese
Authorities with Chines customs mark on the arrival of crude oil in China.
3) Upon previous checking Chinese official Document, Buyer together with Tank Farm Manager or
other Seller’s Representative in China go to Chinese Custom Office or other Office of Chinese
Authority, issued Document, prefer in Qingdao, for verification Chinese official Document.
4) Upon verification Chinese official Document Buyer issues MT799 Block Fund, Seller allows Buyer
to make CIQ Inspection and payment for DIP TEST.
5) Payment by MT103 after successful CIQ Inspection.
